LOCCDC'S MISSION
The Mission of LOCCDC is to raise the economic and education levels of those that live and work in the LeMoyne-Owen College Community to foster and sustain a community process that will do the following:

Eliminate racial tension

Prejudice and discrimination

Lesson sickness, poverty, and crime

Expand education, recreation, housing, and economic opportunities in the LeMoyne-Owen College Community
The LeMoyne-Owen College Community Development Corporation (LOCCDC) was founded in 1986 as a support and community development arm of LeMoyne-Owen College the only HBCU in Memphis, Tennessee. In 1988, LOCCDC was incorporated under the Federal Tax Code with a 501 (c) (3) charter as a tax-exempt, multi-purpose, membership based community and economic development organization. The main goal of LOCCDC is to provide LeMoyne-Owen College and the surrounding community with a catalyst for social, community and economic progression. The core of the LOCCDC approach to rural development is summarized by the following objectives.
- To build a representative and self-sustaining community institution, with a solid membership base composed of a broad cross-section of economic and socially disadvantaged communities in Memphis and Shelby County, that is capable of interacting with the social and economic structure and systems which have a daily impact on the line of individuals within the county.
- To develop the capacity of the organization and its staff to transform commonly perceived human and community needs and problems into programs and projects that address those needs.
- To provide on-going leadership development training to persons living the LeMoyne-Owen College and “Soulsville” communities for college officials, staff and community volunteers, designed to strengthen human capacities and resources within the communities served.
- To further economic development in the LeMoyne-Owen College and “Soulsville” communities that will provide employment opportunities for the economically and socially disadvantaged.
- To create and stimulate community capacity to manage both economic and social good and services.
- To increase community-owned or community controlled capital, assets and income which can be utilized for further development purposed.
